A new, 70-unit residence in Everett provides permanent supportive housing using the Housing First model

The City of Everett along with Snohomish County, Providence Regional Medical Center, Catholic Housing Services/Catholic Community Services, and other local partners are collaborating on the design and construction of a 70-unit permanent supportive housing facility using the Housing First model. During concept design, the developer, Catholic Housing Services, decided to pursue additional funding through the Washington State Department of Commerce’s Ultra-Efficient Affordable Housing Demonstration (UHEE) program. O’Brien360 worked closely with the architect to develop a conceptual mechanical design and identify key targets for achieving net-zero energy use. The analysis was informed by O’Brien360’s extensive experience auditing and benchmarking

existing supportive housing facilities. In addition to defining and developing energy/water models of the net-zero design, O’Brien360 compiled the results and cost estimate data in the Department of Commerce’s LCCA spreadsheet tool, illustrating the long-term payback of the net-zero investments. Given the application deadline, the entire concept design, modeling and reporting effort was completed in four weeks. Of the four housing projects selected by the State for additional UHEE funding, Everett Safe Streets was awarded the largest amount, nearly $1mil of additional development funding.
